That's right. By selling the optimizer for a price they relegate the big majority of users, as they state, to less than perfect speed. It's silly to believe that only big sites may need that. A small site with not state of the art hardware and line speed may need that too. It's sad to see they take that course of action. As you stated, a licensing of the MySQL type would be prefereable. And of course, GPL'ing it would be the way to go. Then they could license it under a different model for commercial software that wants to include the engine.
