High Level Events include Apple events; but it is possible to use the High
Level Events mechanism for other than Apple events (which are high level
events set up the "right" way).

And the call is indeed gone in Carbon, which leaves only the Apple events
portion supported.

I don't know what all that means with respect to the Python documentation
or what should be in Python releases pre-Carbon.
