Fight Shin Akuma in Final Battle Mode
Select Final Battle mode. Then, select a character and hold L1 + L2 before the versus screen appears.

Fight as Classic Balrog
To play as the arcade version of Balrog, choose a character whose level of experience is below 30. Then defeat M. Bison in the final stage of the World Tour.
