I see in your MINI-FAQ that
UNSUPPORTED OBJECTS
Image -- this means no onMouseOver swappable images in MSIE 3
Area -- no onMouseOvers
Which explains the MSIE 3 error messages I'm getting at www.technology-place.com/juarez/index.html

Any suggestions for a work-around besides telling MSIE 3 users to update to a new release?
