Beginning MySQL Tutorial

After I connect to the database, I attempt to create a table by following the instructions on Part Two of the tutorial. Each time I get an Error:
ERROR 1: Can't create/write to file './test/tweety.frm' (Errcode: 13).
Can someone tell me why I am getting this error and also is there a way that I can look up the error code.
