Submitting a Specification Proposal

The proposal for a new or revised Java^SM Specification is called a Java Specification Request (JSR). The JSR is the first step in developing or revising a Java technology specification (see Section 1 of the Java Community Process document for details). Only Community Members who have signed a JSPA can file a JSR.

To submit a JSR, start by completing the JSR HTML Template. The Template describes the proposed new technology or technology revision, as well as naming the proposed Specification Lead and initial Expert Group for the technology. The Expert Group members listed on the template must be Members of the Java Community, and should all be in agreement about the substance of the proposal.

After completing the template, submit the JSR via e-mail to jsr-submit@sun.com. Note that submission of the JSR indicates that the proposed Specification Lead is willing to assume all of the responsibilities outlined in the entire Java Community Process document.

After submittal, the JSR is posted to the public for review, and nominations for additional members of the Expert Group are solicited. See Section 1.2 of the Java Community Process document for more details on the review. Section 1.3 describes the JSR approval process.
