Some notes about this listing:

In order to be considered a "standard" a specification must be either an IETF Internet Draft or RFC (Request for comments) or a W3C Recommendation, Proposed Recommendation, or Working Draft.

W3C NOTES are separated into two categories:

  1. A paper containing a Discussion written by an active W3C Working Group for the purpose of clarification and integration of existing standards, and
  2. A member submission that has been formally acknowledged by the W3C, that is nevertheless an experimental specification and not to be considered a standard. (see also The Submissions List.)

Actually, Working Drafts are also not to be considered as anything other than works in progress, but we have included several Working Drafts here in this list in order to provide a reference for the latest version.
