Getting Started
The JCP is governed by a formal set of rules defined in the
Java Community Process, Version 1.0
document that is available in both HTML and PDF:
How To Get Involved
You can participate in the JCP in three ways:
| Public: |
Anyone with an Internet connection can review and
comment on:
- all specifications developed using the JCP
(Public Review),
- all proposals for new or revised specifications
(JSR Review), and
- all proposed error corrections and changes to
existing specifications (Maintenance).

| Participant: |
Any individual, organization, or
company that signs the
Java Specification Participation Agreement (JSPA)
. Participants enjoy all the privileges of Public
members plus they can:
- propose new or revised Java API specification projects
by filing a JSR (Propose a New Specification),
- nominate themselves to serve on the Expert Groups
that create or revise Java specifications (CAFE Nomination),
- review and comment on all specifications developed
using the JCP before Public review
(Participant Review).

| Expert: |
Any Participant can nominate an Expert to
serve on one of the Expert Groups that write
Java specifications. Experts can:
- actively shape the content and direction of new and
revised Java specifications (Expert Group),
- review comments from Participants and the Public
and use them to improve the quality of a specification
(Participant Review,
Public Review),
- serve as the Specification Lead of the Expert
Group and be responsible for choosing the
other members of the Expert Group and for
completing the specification, its reference
implementation, and associated compatiblity
test suites (Specification Lead),
- assume responsibility for maintaining a specification
after it is written (Interpretation Guru).

Becoming a Participant
You or your organization must sign a Java Specification Participation Agreement
(JSPA) in order to become a Participant or Expert within the JCP.
The JSPA is a one-year, renewable agreement between you and Sun Microsystems, Inc.
It is available only in PDF format at the present time:
You sign the JSPA with Sun as follows:
- Download the JSPA in PDF format from the link above,
- Print the JSPA, fill in the name of your organization
in the space provided at the top of page 1 and then
complete the section on the left hand side at the
bottom of page 3.
- Fax the completed JSPA to +1 408 343 1681. Don't
forget to include a contact telephone number, full
mailing address of your organization, and a contact
e-mail address on your fax cover page.
- Once your JSPA has been received, your company will
be invoiced for the applicable JSPA yearly fee (see
the JSPA for details). The address you provided on
the fax cover page will be used on the invoice.
- When Sun receives your payment, we will execute
the JSPA and fax a copy back to you.
If you want an executed hard-copy, please courier two
signed originals to:
